The Government of Grenada, through the Ministry of Foreign Affairs, International Business and CARICOM Affairs request proposals from eligible candidates for the position of Project Coordinator to provide support for the implementation of the BRS Conventions and related Multilateral Environmental Agreementsย (MEAs), which regulate the production, use and trade of certain hazardous chemicals for the purpose of protecting human health and the environment.
โThe Projectโ, as it is referred to, is being conducted by the Government of Grenada in partnership with United Nations Institute for Training and Research (UNITAR).
On October 15, 2021, Grenada acceded to the Basel Convention on the Control of Transboundaryย Movements of Hazardous Wastes and their Disposal (โthe Basel Conventionโ), the Rotterdamย Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals andย Pesticides in International Trade (โthe Rotterdam Conventionโ) and the Stockholm Convention onย Persistent Organic Pollutants (โthe Stockholm Conventionโ). These Conventions (โBRSย Conventionsโ) entered into force for Grenada on January 13, 2022.
Specifically:
- The Basel Convention provides for the reduction of hazardous waste generation, the promotion of environmentally sound management of hazardous wastes and the restriction of transboundary movements of hazardous wastes.
- The Rotterdam Convention creates legally binding obligations for the implementation of the Prior Informed Consent (PIC) procedure. This procedure is a mechanism for formally obtaining and disseminating the decisions of importing parties as to whether they wish to receive future shipments of certain chemicals and for ensuring compliance with these decisions by exporting parties.
- The Stockholm Convention requires its parties to take measures to eliminate or reduce the release into the environment of Persistent Organic Pollutants (POPs). POPs are chemicals that remain intact in the environment for long periods, become widely distributed geographically, accumulate in the fatty tissue of humans and wildlife, and have harmful impacts on human health or on the environment.
Grenada is also considering becoming party to the Minamata Convention on Mercury (โtheย Minamata Conventionโ) which aims to protect human health and the environment from the adverse effects of mercury. Because of their serious implications for the well-being of Grenadaโs inhabitants, the Government of Grenada considers the implementation of the BRS and relatedย Conventions a priority.

EXPECTEDย ย OUTCOMES:ย
At the end of the Project, it is foreseen that Grenada will have benefited from technical support and will have several stakeholders informed and trained for the early implementation of BRSย Conventions as well as informed on the Minamata Convention. To achieve this, the Project envisages specific sub-outcomes: 1. Increased understanding of the benefits and obligations from becoming a Party toย each relevant Convention (Basel, Rotterdam and Stockholm); 2. Increased understanding of the benefits and ramifications of ratification of Minamataย Convention. 3. Forged consensus among national stakeholders regarding implementation priorities for the BRS Conventions. |

DURATION:ย The duration of the Project is eight (8) months, from April to November 2022. |
