The Government of Grenada, through the Ministry of Foreign Affairs, International Business and CARICOM Affairs request proposals from eligible candidates for the position of Project Coordinator to provide support for the implementation of the BRS Conventions and related Multilateral Environmental Agreements (MEAs), which regulate the production, use and trade of certain hazardous chemicals for the purpose of protecting human health and the environment.
‘The Project’, as it is referred to, is being conducted by the Government of Grenada in partnership with United Nations Institute for Training and Research (UNITAR).
On October 15, 2021, Grenada acceded to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal (‘the Basel Convention’), the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (‘the Rotterdam Convention’) and the Stockholm Convention on Persistent Organic Pollutants (‘the Stockholm Convention’). These Conventions (‘BRS Conventions’) entered into force for Grenada on January 13, 2022.
Specifically:
- The Basel Convention provides for the reduction of hazardous waste generation, the promotion of environmentally sound management of hazardous wastes and the restriction of transboundary movements of hazardous wastes.
- The Rotterdam Convention creates legally binding obligations for the implementation of the Prior Informed Consent (PIC) procedure. This procedure is a mechanism for formally obtaining and disseminating the decisions of importing parties as to whether they wish to receive future shipments of certain chemicals and for ensuring compliance with these decisions by exporting parties.
- The Stockholm Convention requires its parties to take measures to eliminate or reduce the release into the environment of Persistent Organic Pollutants (POPs). POPs are chemicals that remain intact in the environment for long periods, become widely distributed geographically, accumulate in the fatty tissue of humans and wildlife, and have harmful impacts on human health or on the environment.
Grenada is also considering becoming party to the Minamata Convention on Mercury (‘the Minamata Convention’) which aims to protect human health and the environment from the adverse effects of mercury. Because of their serious implications for the well-being of Grenada’s inhabitants, the Government of Grenada considers the implementation of the BRS and related Conventions a priority.

| EXPECTED OUTCOMES:
At the end of the Project, it is foreseen that Grenada will have benefited from technical support and will have several stakeholders informed and trained for the early implementation of BRS Conventions as well as informed on the Minamata Convention. To achieve this, the Project envisages specific sub-outcomes: 1. Increased understanding of the benefits and obligations from becoming a Party to each relevant Convention (Basel, Rotterdam and Stockholm); 2. Increased understanding of the benefits and ramifications of ratification of Minamata Convention. 3. Forged consensus among national stakeholders regarding implementation priorities for the BRS Conventions. |
| RESPONSIBILITIES: • Coordinate, produce and manage specified activities for capacity building and awareness-raising concerning the BRS Conventions and the promotion of the Minamata Convention.
• Produce and provide the stated deliverables. • Produce and provide the required reports. |
| • Hold consultations with key stakeholders to ensure effective coordination on the project activities.• Provide regular updates on the status of the project activities, problems faced, and other relevant information. |

First 2 months implementation of the BRS Conventions and collation of baseline work already done for the implementation of the BRS Conventions. Deliverable 2.1: Training session for relevant stakeholders on BRS, First 4 months with a training session report. Deliverable 2.2: Training session for the Pesticides Board on the First 6 months BRS conventions and the obligations as a Party. Training session report and list of priority actions for early implementation of the BRS Conventions. Deliverable 2.3: Report on the priority activities for the First 8 months implementation of the BRS Conventions, and a roadmap for implementation. Deliverable 3.1: Awareness-raising and training session on the First 3 months Minamata Convention, with a report and list of priority actions. Deliverable 3.2: Consultative meeting with the Treaties Committee First 5 months on the Minamata Convention, with a meeting report. Deliverable 3.3: Roadmap report outlining a proposed ratification First 8 months process for the Minamata Convention, with legislative suggestions. |
| DURATION: The duration of the Project is eight (8) months, from April to November 2022. |
| ELIGIBILITY: To be eligible for this call, an applicant must have the following:
• Advanced degree in public policy (health/environment), sustainable development, project management or a similar field |
| • Experience in public sector planning, health/environment, sustainable development, or project management in Grenada• Experience in results-based management / M&E
• Experience with costing and project financing • Stakeholder engagement skills, in particular with ministries and government agencies • Excellent writing, digital and oral communication skills • High proficiency in English • Grenadian national / based in Grenada |
